EDWARDSVILLE – The finance committee unanimously voted in favor of a resolution Thursday that revises the annual fees for all short-term rental licenses.
“We’re going to charge people [who] rent their facility out $50 as an annual license fee,” said Alderman Jack Burns. In September, the city adopted an ordinance establishing and regulating short-term rentals. Thursday’s resolution will set the field for Type A (owner-occupied) and Type B (non-owner-occupied) as well as bed and breakfast short-term rentals.
This encompasses Vrbo and Airbnb rentals as well as 30 rentals, or the previously capped number of rentals within city limits.
“If we find that there are people doing that [renting homes] without paying this fee…” Alderwoman Elizabeth Grant began. “I think this [the ordinance] is fine but I never would have known to ask for this if I were a resident [who wanted to open a short-term rental]."
“Monitoring that is going to be difficult,” Burns said.
Finance Director Jeanne Wojcieszak said the city has developed a license application and procedures for processing. Those who are not currently in compliance with the new short-term rental ordinance, planning and zoning are contacting the ones they know are non-compliant and sending them information to bring them into compliance.
Alderwoman Jennifer Warren and City Administrator Kevin Head said they knew of at least one non-compliant property owner within Dunlap Lake who was recently fined in municipal court over this issue.
In other action, the committee voted on the previous change to the hotel/motel tax ordinance by removing the word "overnight" and changed references to the city collector and city treasurer to the Department of Finance. The administration and community service (ACS) committee approved it as well.
The next ACS meeting will be Dec. 2 at 5 p.m. in city hall, 118 Hillsboro Ave.
