The City Council on Tuesday received an update on Fort Worth’s efforts to identify and regulate short-term rental properties where guests stay overnight for one to 30 days.
Staff reported that the city has selected Deckard Technologies Inc. to complete the initial short-term rental identification work. A final report is expected in 60 days.
Going forward, the city may consider policy changes after reviewing the collected data and consulting with neighborhood associations, residents and property owners. Draft goals have been developed based on benchmarking with similar cities and on National League of Cities guidelines:
- Preserve residential quality of neighborhoods and protect them from commercial encroachment.
- Ensure the health and safety of guests and residents.
- Support tourism in a balanced way.
- Preserve residential housing supply.
- Collect hotel occupancy tax from legal short-term rentals.
- Minimize the impact on city staff and recover costs for code enforcement.
The next phase of the project involves soliciting and contracting with a third party for registration and administration of legal short-term rentals. This is expected to occur this summer.
In August, city staff will brief the City Council on proposed operating standards for short-term rentals and on potential zoning options for such properties illegally operating in residential-zoned districts.
The city levies a 9% occupancy tax on hotels. While city code does not require registration, legal properties currently report and remit their payments on a voluntary basis.
