Short-term rental licensing proceeding well in Hubbard County - Park Rapids Enterprise

Environmental Services Office (ESO) Director Eric Buitenwerf said Hubbard County’s transition to new short-term rental (STR) regulations and licensing has gone “smoothly.”

He spoke to Hubbard County commissioners on Tuesday, July 19.

“We were approaching 40 licenses issued, thus far, which is doing well in light of the late spring that we had. That precluded folks from getting their septic inspections done and installations done. We’ve also got some folks that are still in the queue with their septic contractors, waiting for the necessary upgrade work to happen before they’re able to meet the requirements to get licensed, so I anticipate those numbers are going to continue to rise,” Buitenwerf said.

He stated that various parties are contacting the ESO about properties being operated as STRs without a license.

“We do have a courtesy letter we are sending to those parties when they are identified, informing them of the regulations and the need to be licensed,” Buitenwerf said, adding things are “going smoothly … compared to what I’ve heard from other counties when they’ve initiated regulations. I’d say we’re well ahead of what the average is for compliance rate in the first year.”

Amended CUPs approved

The county board approved these conditional use permits (CUP), per planning commission recommendations:

  • Approved an amendment to a 2005 CUP for Starlight Bay Resort that limits the number of allowed permanent watercraft spaces at the resort on the south side of 8th Crow Wing. The amendment allows 13 additional permanent watercraft spaces, for a total of 24. The resort’s variance application was approved in May 2022, where the owners agreed to waive their rights to construct 13 of the RV sites allowed in Tiers 3 and 4, if allowed to have the additional watercraft spaces.
  • Approved an amendment to a CUP for Wambolts Cabins to add the proposed two shipping container rental units and four recreational vehicle site rental units to the resort on Upper Bottle Lake. The planning commission recommended approval, with a condition that the pump tank on the septic system servicing the 15 cabins be brought into compliance.

In related business, the county board approved a final plat for Northwoods Aero Village in Farden Township by Greenhead Flight Services, LLC and a preliminary plat for Farris Acres, also in Farden Township, by Son and Linda Tran.
